    Background: MAJOR-GENERAL EMANUEL K. KOTOKA, COMMANDER OF GHANA'S ARMED FORCES, SAID IN LONDON TODAY (OCTOBER 5) THAT FORMER PRESIDENT KWAME NKRUMAH, NOW IN GUINEA, WAS TRAINING A GROUP OF HIS SUPPORTERS THERE FOR SUBVERSIVE OPERATIONS IN GHANA.

    HE ALSO TOLD A PRESS CONFERENCE THAT THE NEW MILITARY GOVERNMENT WOULD PUBLISH SOON AN OFFICIAL REPORT CONTAINING HANDWRITTEN INSTRUCTIONS BY DR. NKRUMAH -- BEFORE HE WAS OUSTED LAST FEBRUARY - - ON SUBVERSION TO BE CARRIED OUT BY GHANA IN OTHER AFRICAN COUNTRIES.

    THIS REPORT WAS BASED ON INVESTIGATIONS BY THE NEW GOVERNMENT -- THE NATIONAL LIBERATION COUNCIL - INTO CAMPS FOR SUBVERSION WHICH HAD BEEN ESTABLISHED IN GHANA DURING DR. NKRUMAH'S REGIME.

    GENERAL KOTOKA, WHO IS RESPONSIBLE FOR DEFENCE, HEALTH AND SOCIAL WELFARE IN THE NATIONAL LIBERATION COUNCIL, IS DUE TO LEAVE LONDON TOMORROW (OCTOBER 6) TO LEAD GHANA'S DELEGATION AT THE UNITED NATIONS. HE SAID HE WOULD RAISE WITH UN OFFICIALS THE SUBJECT OF PEOPLE BEING TRAINED IN GUINEA FOR SUBVERSION IN GHANA.
