    Background: FOLLOWING ORDERS BY IRAQ'S BAATHIST GOVERNMENT, REPORTEDLY ANGERED BY CONTINUING CRITICISM OF IT IN SOME LEBANESE NEWSPAPERS, THOUSANDS OF IRAQIS ARE LEAVING LEBANON TO RETURN HOME. THEY HAVE BEEN THREATENED BY THEIR GOVERNMENT WITH LEGAL ACTION, INCLUDING CONFISCATION OF PROPERTY, IF THEY DO NOT.

    THERE WERE ESTIMATED TO BE 15,000 IRAQIS, MOSTLY TOURISTS, IN LEBANON WHEN THE BAGHDAD GOVERNMENT MADE ITS ORDER ON SATURDAY (30 AUGUST), AND MIDDLE EAST AIRLINES AND IRAQI AIRWAYS PUT ON SPECIAL FLIGHTS TO HANDLE THE FLOOD IRAQIS OBEYING THE ORDER. OTHER IRAQIS LEFT BY ROAD.

    EARLIER BAGHDAD HAD ASKED THE LEBANESE GOVERNMENT TO STOP LEBANESE PRESS ATTACKS ON WHAT SOME BEIRUT NEWSPAPERS ALLEGE IS OFFICIAL DISCRIMINATION AGAINST THE SHI'ITE MOSLEMS, WHO MAKE UP HALF OF IRAQ'S POPULATION.

    THE IRAQI GOVERNMENT EARLY LAST MONTH FORBADE ANY FURTHER TOURIST VISITS TO LEBANON AND BANNED ALL IMPORTS FROM THIRD COUNTRIES THROUGH THE PORT OF BEIRUT.
