    Background: The first round of talks between a Nicaraguan delegation and Soviet leaders was held in Moscow on Tuesday (4 May). Members of the ruling politburo including President Leonid Brezhnev, welcomed the co-ordinator of Nicaragua's three-man junta, Daniel Ortega, and other senior officials. Nicaragua's ties with the Soviet Union have strengthened in recent months following a decision by the United States to cut off aid to the left-wing Central American republic --because of alleged arms deliveries tog guerrillas in El Salvador. According to Soviet Television, President Brezhnev told Mr. Ortega of the steps being taken to bring about world peace and the Nicaraguan delegation expressed support for the Kremlin's efforts to stop the arms race. Western diplomats said Moscow's bolder approach to the Ortega visit, compared with the low-level treatment of the Sandinista government group two years ago, indicates a marked change in Soviet-Latin American policies.
