    Background: Mr. Alexei Kosygin the Soviet Premier, toured a factory on the outskirts of Montreal on Friday (22nd October) before flying on to Vancouver. Mr. Kosygin, who was noticeably tired from his bus itinerary, was shown the manufacture of pre-fabricated buildings at the factory of ATCO Industries. A planned earlier visit to an engineering works was cancelled.

    SYNOPSIS: On the outskirts of Montreal on Friday, security guards took their positions around the factory of ATCO Industries prior to the arrival of Soviet Premier, Alexei Kosygin.

    Mr. Kosygin had arrived in Montreal the day before, to the strictest security measures the city had seen.

    The Soviet leader was noticeably tired as he toured the factory to watch the manufacture of industrial and community pre-fabricated buildings. He received explanations of the firm's modular concept of building, transporting, and erecting the re-locatable structures. A planned earlier visit to an engineering works was cancelled because of Mr. Kosygin's tiredness.

    The visit to Montreal lasted only 25 hours ..... the Soviet leader and his party had been whisked along to hectic schedule, during which there had been several anti-Soviet demonstrations. At Dorval Airport Mr. Kosygin prepared to leave for Vancouver.

    As Mr. Kosygin left Montreal for the British Columbian capital.... Vancouver..... there was mounting speculation that a special Soviet-Canadian trade deal might be announced in a communique at the end of Mr. Kosygin's eight-day visit to Canada.
