    Background: President Perez was on a six-day visit to Mexico for talks with Mexican President Luis Echeverria -- in particular to discuss a scheme to restrict the economic power of the United States in Latin America.

    The two leaders have much in common -- especially since both their nations are beginning to grow rich on oil.

    Mexico is fast becoming an important oil exporter. Already it is self-sufficient with surplus for export. It aims to export no less than 50 million barrels by the end of this year.

    Venezuela, on the other hand, has established itself as the world's fifth largest producer and third largest exporter.

    The Mexicans have already nationalised all oil exploration and mining under the state corporation known as PEMEX (Compania Nacional Mexicana de Petroleos).

    The Venezuelan government is drawing up plans to nationalise the industry.

    The two countries are aware of their new status since the discovery of oil in their countries, and talk of plans to help boost the economies of the "Third World."
