Background: The first 12 United Nations observers to withdraw from Lebanon left Beirut by air November 23.

Ordered into Lebanon in June at the peak of the crisis in the country, the observer force eventually totalled 591, drawn from 21 different countries, under the command of Norway's Major General Odd Bull.

The officers seen leaving on film were nine Scandinavians and three Canadians.

Mr. Hammarskjold has announced a starting date for the main withdrawal of 21 Nov and expects the full withdrawal to be complete by December 10th.
