    SEQ. 3: REPORTER: "You have described the Defence Minister as a courageous man for this act. Why do you say that?"



    FREIJ: "Well we have been living under harsh and hard and tough conditions for nearly two years. It is indeed a courageous act for the defence minister to come and inaugurate a new different policy."



    REPORTER: "How do you think it will be received by the Arab population? with suspicion or with enthusiasm?"



    FREIJ: "Well with both because the Arab community wait to see what actions will develop. Words are one thing, actions are another thing and I sincerely hope that the actions will match the words."



    SPEECH (TRANSCRIPT)



    SEQ. 5: REPORTER: "You don't trust Sharon in what he is trying to do?"



    TAWIL: "No, not ever."



    REPORTER: "What do you think he is trying to do?"



    TAWIL: "Sharon is trying to say beautiful words to deceive us. We don't need, under occupation, the army not to enter the universities and the schools only. We need to stop the settlements immediately, to stop the harassment and the occupation. We need security and peace forever."

    Background: INTRODUCTION: The Israelis have proposed a new policy towards the Arabs who are living in the West Bank area. Some Arabs have welcomed this, but others fear it may be a trick by the newly appointed Defence Minister Ariel Sharon who has been known in the past for his hard-line views on the treatment of Arabs.

    SYNOPSIS: Under the new plan Arabs will not be subject to some of the harassment they have faced in the past. Israeli troops have been told to give less offence to Arabs at checkpoints and not to chase demonstrators into school buildings and universities. These measures have been welcomed by the Mayor of Bethlehem Mr. Elias Freij.

    But in the town of Ramallah on the West Bank, Palestinian writer Raimonda Tawil sees things differently.
