    Background: RIO DE JANEIRO, BRAZIL

    Brazil's new grassroots party, Partido Dos Trabalhadores (PT) or Workers Party held a campaign rally on September 24 during the lead-up to the national elections due on November 15. The PT leader, Sr. Luis Ignacio da Silva, known through the country as Lula, became, as leader of the metalworkers union, a household name in Brazil. Against a background of serious economic problems including high inflation and mounting foreign debts the new party has become a serious threat to president Figueiredo's military-led government. Faced with the potential threat from PT and the other three opposition parties the government last month introduced last-minute alterations to the voting system. The changes involve voters filing in candidates names themselves in separate boxes for Senator, Deputy, State Governor down to local councillor, the names must also be from the same party or the ballot paper is invalid. The introduction of the new ballot is expected to confuse the average voter and favour the government-backed Partido Democratico Social (PDS).
