Background: Between 400 and 500 National Guardsmen joined State and local police and Federal Bureau of Investigation agents in Wilmington, North Carolina on Monday (February 8) following the shootings of a white and a black man. Wilmington has been the scene of racial disturbances for several days. Two men are dead and two others have been wounded during the outbreak of sniping and arson. There have been several arrests amongst both Blacks and Whites.
