    Background: In the United States, tight security precautions have been taken for the visit for the General Secretary of the Soviet Communist Party, Mr. Leonid Brezhnev.

    Mr. Brezhnev is having talks with President Nixon about their two countries' world roles, about arms limitations and about trade but many of the security men's fears centred round the position of Soviet Jews.

    There have been a number of demonstrations by the militant Jewish Defence League as well as by other groups with a wide range of grievances. The Jewish Defence League is particularly concerned about the regulations governing the emigration of Soviet Jews to Israel and the treatment of Jews who've applied for permission to emigrate.

    Because of these fears, special security precautions have been taken at the White House and at all places Mr. Brezhnev will visit during his stay.

    One of the most impregnable -- as its former name, Shrangri-La, suggests -- was the Presidential Retreat at Camp David in Maryland where Mr. Brezhnev spent the Weekend before the two leaders began their summit.

    It is situated on top of an 1,800 foot (550 metres) peak and surrounded by three fences, searchlights, electric eyes, guardhouses and patrolled by a detachment of marines making it virtually impregnable and almost putting to shame the security arrangement in Washington itself.
