Background: At the Evian talks on Algeria's future, the French Government delegation headed by M. Louis Joxe - possible successor to de Gaulle - met the Algerian FLN nationalist delegation, headed by M. Belkacem Krim, for further preliminary discussions, May 23.
The sessions were in secret but spokesman said the FLN viewed France's ceasefire gesture in Algeria as an 'illusion' for propaganda purposes. The atmosphere of the talks was described as perfectly correct. So far the discussions were of an exploratory nature - though N. Joxe refused at the outset to discuss one question - the Sahara, with its oil and mineral riches.
M. Joxe is Minister of State for Algerian Affairs. He is one of de Gaullo's closest friends. Recently when de Gaullo's health and age raised the question of his ability to govern France, M. Joxe's name was the most often mentioned for a vice-presidential type of post to ease the General's lone burden.
The French delegation is ten strong; the FLN delegation consists of eight members. M. Belkacem Krim is the "vice-president" of the so-called Algerian Government in exile in Tunis. M. Francis Ahmed is "finance minister". Another member is M. Ahmed Boumendjel, a familiar face to French officials two years ago as a member of the Council of the French Union. His wife is French, their two children school in France.
