    Background: Old hovels and new blocks of flats, former and future habitations of Algerian Muslems, ware filmed recently in Algiers as M. Debre's Minister for Construction, Pierre Sudreau, laid the foundation stone for the City of Mahieddin after a tour of inspection.
    For a long time Mohammedans around Algiers and in other parts of the country have been living in miserable shacks built of planks, poles and little more substantial roof covering than simple cardboard weighed down with pieces of rock.
    In June 1958 General de Caulle came to Algiers to declare: "From today there is only a single category of inhabitants in Algeria - only Frenchmen with full French citizenship and with equal rights and duties. That means that doors must be opened which until now have been closed to many people; that we must give the means of livelihood to those who have not had it; that we must recognise the dignity of those to whom it was not universally accorded; that a country must be given to those who may have doubted that they had one."
    In this spirit of rehabilitation, construction started for a new Mohammedan quarter of blocks of flats for 1,800 families - The City of Mahieddin. Some buildings have already been completed, others are under construction, and so the trek is about to begin, the great move from the slummy "gourbi" to clean and tidy accommodation in the city.
