Background: In his address to last year's Communist Party Congress, Soviet Communist Party Chairman Leonid Brezhnev said, "Without the participation of young people in the social and political life of the country, we cannot make effective progress." To this end, the Soviet Union has an extensive and all-encompassing programme to prepare children for their future roles in the adult society.

Children have been called the Soviet Union's one privileged class, and the privileges seem to be multiplying each year. In addition to the ordinary kindergarten and general secondary schools, there are more than 500 specialised schools giving intensive training in physics, chemistry, and mathematics. Gymnasiums, theatres, stadiums, parks, musical schools and libraries have been built especially for children. In line with the Declaration of Rights of the Child, adopted by the United Nations, the Democratic Federation of Women in Moscow established an International Day for Protection of Children.

This official film concentrates on the care and cultural training given to the younger children in the Soviet Union.

SYNOPSIS: Children have been called the Soviet Union's one privileged class, and the privileges are available to them at a very early age. The International Democratic Federation of Women. in Moscow, works closely with the government to assure that each child is entitled to the best of care.

At nursery and kindergarten schools, the children are taught lessons familiarising them with their environment and language, in preparation for reading and writing. Teaching methods emphasise creative independent thinking and learning by experience.

Although science and mathematics are given emphasis at the primary level of schooling, an appreciation of culture is also encouraged. Theatres, libraries, and musical schools have been built especially for children. This curriculum is in line with education leaders in the Soviet Union, who feel that education is one of the basic conditions for the complete development of the human personality. They say that the differentiation in education in line with the differentiation in production that is a feature of scientific and technological progress.

Most of the courses in the schools are geared to useful application. Students here are making their own model aircraft, but in the process they are learning the basics of aerodynamics.

This parade is part of the observance for the International Day for Protection of Children, an example of the nationwide significance given to the care of children in the Soviet Union.
