BEGIN: "There is good reason to believe there will be soon a peace treaty. Today we had a meeting with the Secretary of State and my colleagues, the Foreign Minister and Defence Minister. It was a very good meeting. We made real progress. There are still some hurdles to overcome, but there is good reason to believe that we shall do so, and we shall have soon a peace treaty between Israel and Egypt - a turning point in the history of the Middle East. And of course our dear friend President Carter will sign as a witness the peace treaty between Egypt and Israel."



REPORTER: "How do you feel about that Mr. President?"



CARTER: "I think we'll have peace in the Middle East. Thanks to these brave men who have had the courage to face difficult problems. And there are always differences of opinion, that's what makes the negotiations necessary. But we have always made progress because of the courage of Prime Minister Begin and President Sadat, and I've got confidence in them to reach agreement."



President Sadat's share of the 'Family of Man' award was accepted on his behalf by former Egyptian Prime Minister, Mamdouh Salem. He read a statement from President Sadat stressing the need to create peace for the Palestinians, as well as Egypt and Israel.

Background: United States President Jimmy Carter and Israeli Prime Minister, Menachem Begin met briefly in New York on Thursday (2 November) to discuss the Middle East peace negotiations. The meeting was hastily arranged, following suggestions that President Carter had "snubbed" Mr. Begin, following Israel's announcement of the "strengthening" of U.S. settlements on the West Bank of the River Jordan. Both leaders expressed confidence that an Egyptian-Israeli peace treaty would soon be signed. Mr. Begin was later heckled as he received a New York Council of Churches' award shared with President Anwar Sadat of Egypt.

SYNOPSIS: Mr. Begin met President Carter after discussing the Egyptian-Israeli peace treaty and the planned Israeli expansion of West Bank settlements with U.S. Secretary of State, Cyrus Vance. President Carter was in New York campaigning for the Congressional elections on Tuesday (7 November).

That evening, Mr. Begin, recently announced as joint winner of the 1978 Novel Peace Prize with Egypt's President Anwar Sadat, received another award shared with the Egyptian President at the Hilton Hotel. The New York Council of Churches presented him with the Family of Man Gold Medallion. Mr. Begin was about to express his thanks when he was interrupted by Jewish extremists opposed to peace with Egypt.

A number of Right-Wing Jewish National groups have voiced opposition to the Camp David agreement and the peace talks which have followed. They see Mr. Begin as a traitor who has surrendered to the Arabs.

Eventually the demonstrators were removed from the hotel. Mr. Begin said he was negotiating a huge loan to finance the provisions of the peace treaty. ?? also spoke of his dream of Israel and Egypt working together to make the Egyptian desert fertile.
