MADRAS WAS ONE OF THE EIGHT STATES IN CHICH VOTING BEGAN ON WEDNESDAY - THE DAY NEARLY ONE-FIFTH OF AN ELECTORATE OF 250-MILLION PEOPLE WERE ENTITLED TO NAME THEIR CHOICE.

    IN ALL, THERE ARE 16 INDIAN STATES AND THE CENTRALLY - ADMINISTERED TERRITORY OF MANIPUR. COUNTING WILL BEGIN AFTER FEBRUARY 21 FOR THE GOVERNMENT THAT WILL RULE INDIA FOR THE NEXT FIVE YEARS.

    THE CONGRESS PARTY, WHICH HAS RULED SINCE INDEPENDENCE, FACES A STRONG CHALLENGE FROM TWO RIGHTIST PARTIES, THE FREE ENTERPRISE SWATNATRA (FREEDOM) PARTY AND THE NATIONALIST JAN SANGH, WHICH DRAWS ON HINDU TRADITIONALISM.

    CONGRESS IS UP AGAINST ITS TOUGHEST ELECTION - ITS FIRST WITHOUT THE DOMINANT FIGURE OF THE LATE JAWAHARLAL NEHRU AS PARTY LEADER. HIS DAUGHTER, THE PRIME MINISTER, MRS INDIRA GANDHI, NOW LEADS CONGRESS.

    IN MADRAS SOUTH, THE CONGRESS CANDIDATE, SRI GURUMURTHY IS OPPOSED BY THE LEADER OF THE DRAVIDIAN PROGRESSIVE PARTY (DMK), MR. ANNADURAI. HIS PARTY SPEARHEADS THE OPPOSITION IN THIS ELECTORATE AND HAS ITS ALLIANCE WITH THE SWATNATRA.
