TRANSCRIPT: MENZIES: "Does this absence of major war reflect a change of heart, a change of mind, in the great Communist powers? I do not think any one of us believe that, I think we all believe that they are deterred from major war not by a change of heart or a change of mind, but by the deterrent effect of what the free world possesses. And if that is so, they are not likely to abandon their policies and are more likely to move them into other and, what to them might be thought, safer channels."
HOLYOAKE: "Mr President, your Excellencies, Ladies and Gentleman. We come together for the annual meeting of the SEATO council of Ministers at the headquarters of this organization right here in the heart of the SEATO area. And I am very pleased we have done this for I, my people, believe that it will give us a sense of reality and a sense of immediacy and urgency to our discussions. On a personal note, I would like to say how pleased I am to return to Bangkok. It is 12 months ago that I made a private tour of this area - and, indeed, ten Asian countries - which has added very considerably to my understanding and appreciation of them, their people, and of their problems".
QADIR: (referring to conference chairman, Thai Foreign Minister Thanat Khoman)
"It is indeed an honour for all of us to have a stat of your experience to preside over the deliberations of this conference. Under your able guidance, I am sure that this historic meeting will achieve notable results. Your laudable efforts to promote cooperation and understanding in the international affairs, in particular in this region, have deeply appreciated".
LORD HOME: "In this present situation, we witness the intervention of a major Communist power using the familiar techniques of subversion on the one hand and exploitation of civil strifes on the other, with the ultimate objective always, because the Communists are too relentless in their purpose, to add one more country to the Communist empire. I would point out to those who are inclined to condemn SEATO as aggressive, that the alliance has shown great restrain".
