    Background: Police on July 6 arrested 20 Spaniards and two Belgians who had travelled to the United Kingdom to protest against British plans to dump nuclear waste at sea off Spain. The protestors chained themselves to railings outside the London headquarters of the UK Atomic Energy Authority. Police arrived to remove the chanting demonstrators and their anti-nuclear banners. A large crowd of onlookers stood by as policeman cut the protesters' chains with bolt cutters before driving them away to a police station. The Spaniards belong to the Association for the Ecological Defence of Galicia, which opposes Britain's use of a dumping ground 640 kilometres off North west Spain. Police said later that 22 people would appear in court on July 8 charged with obstruction. In addition to Spanish protest, the dumping has also been opposed in Britain, and the National Union of Seamen and two other unions have "blacked" the operation. A British ship the Atlantic Fisher, was due to leave for the dumping ground on July 8, but there was some doubt as to whether it would go because of the union action.
