TRANSCRIPT: CHARLES BITON: (HEBREW SPEECH WITH ENGLISH TRANSLATION) (SEQ 2): "There are now 90,000 families in Israel living below the level of poverty. The government is continuously continuing to reduce budgets for education welfare and health. And it is using those funds to create colonies in the occupied territories in which billions are invested. As a result of this policy, a dangerous gap has grown; and inflation has reached a world record of 136 per cent a year. To stop the struggle of the residents of the slum neighbourhoods, the government is diverting their attention, waving the symbol of the Arab enemy, and from this stems the conclusion that the struggle for the improvement of our lot must go hand in hand with the struggle for peace. We must settle the Palestinian question; the question which is at the heart of the conflict between us and the entire Arab world."
HABIB SHIEBER: (FIRST ISRAELI MAYOR OF BEERSHEBA): (SEQ 4) "Excuse me, for your information, I am here involved from two points of view: A life-long member of Japotiski Begin (phonetic) movement. All my family resides in Israel. Brother, sister, this is my greatest moment in my life during my 23 years in the United States: To sit together with the members of the PLO and this wonderful member of the Knesset regardless of is he is associated with Communist or not Communist. I also am sorry for my sins of my youth. I was one of the builders of Israel. I was one who gave Irgun Jaffa (phonetic) and today I am sent in a mailgram to the president of the United States that Begin is our Jewish Hitler, Sharon is our Jewish Goebbels -- Shamir is our Jewish Goebbels and Sharon is our Jewish Goering. All this would have been done in the last few months is exact to rehabilitate Adolf Hitler and Nazi-ism. And we are opening a new time to the Jewish people and for everyone and (indistinct)."

Background: UNITED NATIONS
Two prominent Israelis opposed to their government's policies on the Palestinians held a news conference at the United Nations on January 4. One of them, Knesset (Parliament) Communist Charles Biton called for the recognition of the right of the Palestinians to their own state on the West Bank. The other, Mr. Habib Shieber, first Israeli Mayor of Beersheba, said the Israeli leaders were no better than Nazis. Earlier, Mr. Biton told reporters there are 90,000 families in Israel living below the poverty line, and that inflation had risen to a record 136 per cent. To divert attention from its problems, he claimed the government was exhorting the nation to concentrate on the threat from the "Arab enemy". He urged the Palestinian question to be resolved, describing it as the heart of the conflict between Israel and the Arab world. Mr. Shieber who described himself as one of the builders of Israel, made a heated interruption of reporters' questions. He accused Israeli Prime Minister, Menachem Begin of being the Jewish Hitler, Defence Minister Ariel Sharon of being Israel's Goering, and likened Foreign Minister Yitzhak Shamir to Goebbels. The first Israeli Mayor of Beersheba also revealed he had sent these sentiments to President Ronald Reagan.
