TRANSCRIPT FOR SEQ 2: MR. SMITH: "I THINK I SHOULD USE MY TIME IN DEALING WITH SOME OF FABRICATIONS WHICH HAVE BEEN PUT OUT IN CONNECTION WITH THE FORTHCOMING GENERAL ELECTION. FIRSTLY, THAT IT IS TO BE A U.D.I. ELECTION. WELL, I THINK THIS IS A SOMEWHAT RIDICULOUS ASSERTION, BECAUSE IF THE GOVERNMENT WISHED TO RESORT TO A U.D.I., IT COULD, OF COURSE, DO THIS NOW WITHOUT WORRYING ABOUT INCREASING OUR MAJORITY TO THE TWO-THIRDS THAT I HAVE ASKED FOR. SO I THINK WE CAN DISCOUNT THE FACT THAT IT IS A U.D.I. ELECTION -- IN FACT, IT IS AN ELECTION TO TRY TO STRENGTHEN OUR HAND IN NEGOTIATIONS IN ORDER TO AVOID A U.D.I. I MUST MAKE THAT POINT VERY CLEAR. THEN WE HAVE BEEN TOLD THAT IT IS OUR INTENTION TO TRY TO ESTABLISH A ONE-PARTY STATE IN RHODESIA. WELL AGAIN, I BELIEVE THIS IS A RESULT OF THE OPPOSITION WHO FIND THEMSELVES IN THE POSITION WHERE THEY CANNOT EVEN PROVIDE ENOUGH CANDIDATES TO CONTEST ALL THE SEATS. WE HAVE BEEN RETURNED WITH 22 UNOPPOSED SEATS, AND THAT, AFTER ALL, IS A THIRD OF OUR PRESENT PARLIAMENT. THE PEOPLE OF THIS COUNTRY ARE UNITED. THEY ARE UNITED ON THE QUESTION OF INDEPENDENCE FOR RHODESIA. THIS I DON'T THINK WE DENY. BUT I WOULD SAY THAT A UNITED COUNTRY, A UNITED PEOPLE, CERTAINLY DOES NOT MEAN WE ARE HEADING FOR A ONE-PARTY STATE. WHAT WE ARE DETERMINED TO ACHIEVE IS INDEPENDENCE FOR OUR COUNTRY, BELIEVING AFTER ALL THAT WE THE PEOPLE WHO LIVE HERE SHOULD BE ENTITLED TO MAKE THIS DECISION, BECAUSE WE WOULD HAVE TO LIVE IT WHAT IS LEFT AFTER THE DECISION HAS BEEN MADE. WE, THEREFORE, FEEL IT IS WRONG THAT PEOPLE, FOR EXAMPLE IN BRITAIN WHO LIVE 6-THOUSAND MILES AWAY, SHOULD HAVE THE FINAL SAY IN OUR AFFAIRS KNOWING THAT THEY WILL NOT HAVE TO CONTINUE TO LIVE WITH THE DECISION THAT IS MADE HERE. THEREFORE, IN ALL FAIRNESS, THIS SHOULD BE A DECISION FOR RHODESIANS THEMSELVES."

Background: THE RHODESIAN PRIME MINISTER, MR. IAN SMITH, YESTERDAY (MONDAY) REPLIED TO WHAT HE CALLED "FABRICATIONS" ABOUT THE FORTHCOMING GENERAL ELECTION. HE DENIED THAT THE ELECTION WAS, IN EFFECT, TO SEEK A MANDATE TO MAKE A UNILATERAL DECLARATION OF INDEPENDENCE (U.D.I.) HE ALSO DENIED THAT, BECAUSE HIS RHODESIAN FRONT PARTY WAS SEEKING AT LEAST A TWO-THIRDS MAJORITY IN PARLIAMENT, HIS COUNTRY WAS TO BECOME A ONE-PARTY STATE. THE ELECTION IS TO BE HELD ON MAY 7.

(YESTERDAY, THE RHODESIAN GOVERNMENT SAID IT WOULD CONSIDER REPATRIATING TO ZAMBIA AND MALAWI ABOUT HALF-A-MILLION NON-INDIGENOUS AFRICANS IF THE BRITISH GOVERNMENT CARRIED OUT THREATS OF ECONOMIC SANCTIONS SHOULD RHODESIA SEIZE INDEPENDENCE).
