    Background: Top-ranking artists and intellectuals from all over Africa will be mingling with distinguished emissaries from other continents -- among them Mrs Ekaterina Furtseva, the Soviet Minister of Culture --- at the First Pan-African Cultural Festival due to open in Algiers on the 21st July.

    Yesterday (Wednesday) the flags of the African countries taking part in the festival and decorations inspired by African art, were in position along the main ceremonial way. Workmen were building a tribune from which leading personalities will be watching the march-past of the 4,000 participants and electricians were busy working on the illuminations.

    The Festival will provide a showcase for the foremost African dancers, actors, musicians, painters and sculptors. European museums -- among them the British Museum -- have lent many important exhibits to be shown at the 12-day Festival.

    A symposium, to be held as part of the Festival -- according to the Algerian State Radio - not only will discuss cultural matters but also "social development problems, struggles for national liberation and the consolidation of African Unity."
    The choice of themes is reflected in the list of non-African personalities attending the Festival. They include several American Negro militant leaders, among them Eldridge Cleaver, Bobby Seale and Stokely Carmichael. Eldridge Cleaver fled the United States late last year to escape imprisonment. Representatives of six national liberation movements will meet artists and intellectuals from more than 30 independent nations.
