    THE CENTRAL GOVERNMENT IN KUALA LUMPUR IS VIRTUALLY CONTROLLED BY LEADERS OF THE MALAY RACE.

    THE SINGAPORE GOVERNMENT, REFLECTING THE CITY'S RACIAL MAKE-UP, IS PREDOMINANTLY CHINESE.

    SINGAPORE IS A PREDOMINANTLY CHINESE CITY WITH MALAYS MAKING UP LITTLE MORE THAN FIFTEEN PERCENT OF THE POPULATION.

    IT IS HERE THAT COMMUNALISM COMES VIOLENT INTO THE OPEN. WITH ALMOST TOTAL CHINESE CONTROL OF THE CITY'S COMMERCIAL LIFE THE MALAYS OF SINGAPORE.
