    Background: Representing 650,000 members, 433 delegates attended the opening of the West German Social Democratic Party Congress in Hanover November 21.

    Herr Willi Brandt, Chief Burgomaster of West Berlin, is almost certain to be nominated the Party's candidate for Chancellorship in the 1961 federal elections. He was greeted by Erich Ollenhauer, leader of the S.P.D.

    Political experts say that the Party's revised policy plus Herr Brandt's personal popularity would give the Social Democrats a strong chance of beating the ruling Christian Democrats.

    Among many well known guests were Sweden's Premier Tage Erlander and Albert Carthy of the Socialist International.

    In his opening speech, deputy Chairman Herbert Wehner honoured the late Kurt Schumacher, the Party's first post-war leader, who is buried at Hanover. Wehner is also a possible nominee.

    The congress closes November 25 after delegates have nominated their candidate to challenge Chancellor Adenauer.
