Background: The Indian Minister of Defence, Mr. Jagjivan Ram, visited the warravaged town of Kuneitra in the Golan Heights, Syria on Saturday (28 September).
The town has been the subject of bitter wrangling between Syrian and Israeli authorities. It was captured by the israelis the 1967 war and was handed back to Syria last June under the disengagement agreement.
When the israeli troops left, Kuneitra was in ruins. The Syrians accused the Israelis of destroying the city before they abandoned it. The Israelis say the damage was caused by Syrian guns while they were holding the city, one had 15,000 inhabitants.
During his visit Mr. Ram said that what happened at Kuneitra showed a disregard of both reasons and mankind.
The Minister arrived in Damascus on Friday (27 September) for a four day goodwill visit.
