Background: Shot of Luanda
At the Government House of Luanda, capital of Angola, after the arrival of General Venancio Deslandes, appointed Governor General of Angola and Commander In Chief of the Armed Forces, General Silva Freire, Governor General by interinium, empossed as Governor General of Angola, the General Deslandes, in a ceremony in presence of high civilian and military personalities and the Consular Corps acreddited in Angola. After signing the receiving of powers, General Deslandes pronounced a speech. In his speech (the second person speaking in the roll) general Deslandes, said "I can estimate in this moment all the big responsibilities which consciously I am disposed to assume" and "We will be always, when necessary, hard...but human and comprehensible always if possible...

After the speech General Deslandes received the compliments of Consular Corps, among whom were the British Consul in Angola the German Consul and other countries.

Also high personalities of the Government and civilians, as well as portuguese people, presented compliments to the Governor and welcomes.

Next day in the morning, posted in front of the Army Headquarters, a guard of honour, composed by a company of Native Infantry, attended the General Deslandes for the ceremony of transfer of charges to Commander-in-Chief of the Armed Forces in Angola from General Silva Freire, commander of the III Military Region of Angola.

General Deslandes as Governor General and Commander in Chief of the Armed Forces of Angola, will have an unified command and will be able to act without any delay in order to finish with terrorism in the country.

General Silva Freire said to be happy to know that now, Angola has a chief capable of doing everything in order the peace will return again in Angola, where natives and whites lived without any racial problems.

In his relying the new Commander in Chief said:
All together, military men and civilians, I am sure, will be able to bring again peace and tranquility, and Angola will be in a position to return to work and happiness for the peoples living here.
