Background: INTRODUCTION: The President of the Republic of Rwanda, General Juvenal Habyarimana, has paid a brief visit to Chad (March 18) where he met military and Government heads.
SYNOPSIS: Chad's Head of State, General Felix Malloum, was at the airport to meet the Rwandan president. He was accompanied by his Minister for Foreign Affairs and International Co-operation. General Habyarimana was on a flight from West Germany and stayed only 45 minutes in Chad. He said later when asked about his official visit to West Germany that West Germany was once historically responsible for Rwanda and this explained his visit there.
While in West Germany, General Habyarimana had talks with the West German Chancellor about world political problems and those of Southern Africa. He said the West German Chancellor understood the problems facing Southern Africa. Both men were agreed on the desirability of majority rule in Rhodesia as soon as possible.
