Background: Radical party leader Jean Jacques Servan-Schreiber conceded defeat in the Bordeaux Parliamentary by-election today(Sunday) as French Prime-Minister Jacques Chaban-Delmas headed towards an overwhelming victory. With only a few votes to be counted the French Prime Minister was estimated to have received about 63 percent of the poll and M. Servan-Schreiber about 16 percent.

The vote for M. Chaban-Delmas was the highest he has ever received in 25 years as candidate for Bordeaux. His victory seems to have dealt a heavy blow to M. Servan-Schreiber's attempts to form a new national radical political party. M. Servan-Schreiber said after conceding defeat that he would hand in his resignation as Secretary-General of the Radical Party. He is expected to keep his place as deputy for Nancy.

The heavy vote of confidence for the French Prime Minister, who said he would resign if defeated, follows a tense and incident-full election in Bordeaux.

M. Servan-Schreiber, a former journalist and publisher of the weekly news magazine L'Express, only entered as a candidate minutes before the election register closed.

The by-election was caused by the death of M. Chaban-Delmas's parliamentary substitute but the entry of M. Servan-Schreiber into the race raised the election into a national issue. The campaign was marked by vigorous personal campaigning by M. Servan-Schreiber who drew large crowds at election meetings and called on the Bordeaux electorate to show their dis-approval of the French Government by voting against the Prime Minister.

His opponent's style of campaigning was called "a circus in the worst possible taste" by the French Prime Minister who is also Mayor of Bordeaux and concentrated on local issues in his approach to the electorate. There were eight other candidates in the election but none of them polled more than 10 percent of the votes.

The Prime Minister said after the result was known that his victory represented a condemnation of "the reprehensible methods used in his campaign by another candidate." He added that the result was a step forward both for Bordeaux and France.
