    TRANSCRIPT: (SEQ. 8): SIR ROY: "I HAVE MADE IT ABUNDANTLY CLEAR TO HER MAJESTY'S GOVERNMENT IN BRITAIN THAT THE CAUSE OF MODERATION IS A REAL THING, THAT MODERATION IS NOT WEAKNESS, AND THAT MODERATION CAN PREVAIL IF GIVEN THE RIGHT CIRCUMSTANCES IN WHICH TO WORK. I HAVE MADE IT JUST AS CLEAR THAT WE HAVE NEVER BEFORE SEEN ANY REASON TO PANDER TO THE EXTREMISTS, TO CONCEDE BEFORE THE THREAT OF VIOLENCE, OR TO GIVE IN TO VIOLENCE ITSELF WITHOUT A STRUGGLE, AND NOR DO WE SEE ANY REASON TODAY. I SEE GREAT DANGERS IN THE UNITED NATIONS AND IN MR. ADOULA AND HIS COLLEAGUES' FAILING TO RECOGNISE THE SINCERITY OF PRESIDENT TSHOMBE'S INTENTIONS. IF THEY CONTINUE WITH THIS SHORT SIGHTED ATTITUDE THE RESULT CAN ONLY BE TO WRECK PRESIDENT TSHOMBE'S POSITION AND TO DRIVE HIM TO A LAST DITCH STAND, POSSIBLY, TOO, TO HIS REJECTION AS A LEADER, AND WHAT I BELIEVE WOULD BE THE FINAL, DISASTROUS ROUND OF HOSTILITIES BREAKING OUT. AND I CONSIDER IT FOLLY AT LEAST, AND PERHAPS EVEN CRIMINAL IN THESE CIRCUMSTANCES TO REJECT STATESMANSHIP AND MODERATION."

    ALTHOUGH HE SAID HE WAS UNABLE TO COMMENT ON THE DISCUSSIONS HE HAD JUST CONCLUDED WITH THE BRITISH COMMONWEALTH SECRETARY, MR. SANDYS, HE LEFT THE CONGRESS IN NO DOUBT ABOUT THE DETERMINATION WITH WHICH HE PUT HIS VIEWS ON THE NEW CONSTITUTION FOR NORTHERN RHODESIA.

    IN THE COMING WEEK THE BRITISH GOVERNMENT IS EXPECTED TO ANNOUNCE A NEW CONSTITUTION FOR NORTHERN RHODESIA. IT IS THOUGHT LIKELY THAT IT WILL GIVE THE AFRICANS IN THE TERRITORY THEIR FIRST MAJORITY IN PARLIAMENT. THIS IS SOMETHING SIR ROY HAS BEEN FIGHTING AGAINST FOR THE PAST TWO YEARS.
