Background: Representatives from 15 African nations are attending a conference in Togo, to discuss planning and training in radio and television throughout Africa. The conference, which runs for eight days, was officially opened on Monday March 17th.

SYNOPSIS: The discussions were jointly organised by the National Union of African Radio and Television (URTNA) and the Carl Duisberg Society based in Cologne, West Germany. They are being held at the Hotel de la Paix in Togo's capital, Lome. Among the first speakers to address the gathering was the Director-General of Information for Togo, Mr Batoke Awesso.

The 15 countries represented at the conference were Benin, Burundi, Cameroon, the Ivory Cost, the Congo, Upper Volta, Kenya Mali, Madagascar, Mauritania, Rwanda, Senegal, Togo, Chad and Guinea. The opening speakers told the delegates that the subjects covered would not only include new developments in communications but also the laws and principals governing society in general.

The Carl Duisberg Society has expressed the hope of helping to reform information systems in developing countries. This would be in line with principals discussed at the 19th and 20th general conference of the United Nations Economic, Scientific and Cultural Organisation (UNESCO) held in Nairobi and Paris. Other speakers included the West German Ambassador to Togo, Johannes Reitberger and the President of URTNA, Mr Owusu Prempeh, of Ghana. The conference is due to finish on Tuesday (25 March).
