Background: The British Foreign Secretary, Mr. James Callaghan, flew to the capital of Zaire, Kinshasa, from Rome on Tuesday (8 July) for talks with President Mobutu Sese Seko on the fate of the British lecturer Mr. Dennis Hills, imprisoned in Uganda.
Mr. Hills had been facing execution by firing squad until last week when President Amin of Uganda went to Kinshasa and after talks with President Mobutu announced the repeal of the details sentence. However, he did not make it clear whether Mr. Hills was to be totally reprieved, and in making his ambiguous pronouncement said all auture diplomatic approaches on the issue should first be made to President ??
