Background: President Nasser of Egypt and King Faisal of Saudi Arabia agreed in Khartoum early today on a formula for ending the five-year civil war in the Yemen. The news came on the second day of the Arab summit conference now being held in the city, after the two leaders had met on the neutral ground of the home of Mohammed Ahmed Mahgoub, the Sudanese Prime Minister.
The agreement provides for a three-nation committee to supervise the withdrawal of Egyptian troops (Iraq, Morocco and the Sudan). The committee will work out a plan for halting all Saudi Arabian aid to the Yemeni Royalists, and will strive to give expression to popular factions in the Yemen.
The agreement overshadowed the boycott of the summit ??? by Syria, who said such meetings were "futile unless there is goodwill."
Syria, with Algeria, has been among the most militant and un??? ??? sing A ??? ??? since the Middle-East war in June. She has urged to ??? measures against Israel and her alleged allies, principally Britain and the United States.
Syria's moves apart, however, ??? mood of moderation has been noted in Khartoum, and it is thought that no extreme measures will be adopted as a result of the conference, which was brought about as a result of laborious negotiations by the Sudanese Government. Its aims are to try to coordinate the Arab reply to "Israeli aggression" and to seek a common attitude to the countries which are said to have helped Israel.
The meeting has been called, too, in an attempt to bridge at least some of the gulfs which currently divide the Arab world.
