BHUTTO: The Assembly spoke out against the armed interference, and the invasion. But its voce went unheeded. The war of 1971 left in its trail much agony for large number of human beings. For 21-months, more than 90,000 Pakistani prisoners of war, including 20,000 civilians, even women and infants, have been kept behind barbed wire. The non-Bengalis of Bangladesh have endured untold miseries. And they have remained stranded in Pakistan. The resolutions of the Security Council and the General Assembly the Geneva Convention,the Universal Declaration of Human Rights and common decency clearly indicated the manner in which they were to be treated, if the letter and spirit of international humanitarian law had been observed, and the resolutions of the United Nations carried out. The prisoners of war would have been released immediately following the cassation of hostilities. The non-Bengalis would have been treated on the basis of equality,and not discrimination. And the Bengalis residing in Pakistan would long ago have returned to their homes. The Government of Pakistan reiterates its resolve to abide by the letter and spirit of the resolutions of the United Nations. In accordance with these resolutions, the Government of Pakistan will not resist the admission of Bangladesh into the United Nations as soon as all our prisoners of war, including 195, have been repatriated to Pakistan.

Background: Pakistan's Prime Minister Zulfikar Ali Bhutto told the United Nations General Assembly, Thursday (20 September), that he would resistance to the admission of Bangladesh to the world body when all Pakistani troops, taken prisoner in the 1971 conflict, were repatriated -- including the 195 prisoners that Bangladesh wants to bring to trial as alleged war criminals.

Mr. Bhutto went before the packed General Assembly after holding talks with U.N. Secretary-General Kurt Waldheim on the situation on the Indian sub-continent.

The repatriation of Bengalis and Pakistanis began on Wednesday (19 September)... part of an airlift under the suspicious of the United Nations.
