    Background: Sudan's new cabinet was sworn in on Saturday (12 May) in the country's capital, Khartoum. The new cabinet consists of 13 ministers, three less than the one dismissed on 8 May.

    Sudan's President, Jaafar El Niemiry told reporters ceremony that the new cabinet's main concern would be the country's development problems. He said the cabinet would start an immediate plan to achieve self-sufficiency in the supply of raw materials. There would be no change in foreign policy, the President added. He said: "We will strengthen relations with other countries in a bid to serve mutual economic ends."
    The new government was formed on the basis of a new constitution endorsed last month by the People's Assembly -- the first permanent constitution in the 18 years since Sudan achieved independence.

    As will as granting self-government to the south, the new constitution established a one-party system, stipulating that the Sudan Socialist Union is the only legal political organisation in the country.

    Previous attempts to produce a constitution had foundered on the sharp political differences between the Arab-orientated North and the pre-dominantly African South.
