    KARGBO: "WELL, I'M GOING TO REPORT TO HIM ABOUT, IN THE MAIN, THE FAILURE OF THE TALKS, BECAUSE SPECIFICALLY I WAS SENT TO GET AN ASSURANCE FROM HIS IMPERIAL MAJESTY THAT DURING THE COURSE OF THE TALKS THEY SHOULD NOT TRY TO LET ANOTHER RESOLUTION ON NEGOTIATIONS, THE CONTEXT OF ONE NIGERIA, TO DEBAR THE TWO PARTIES FROM GETTING TOGETHER."

    KARGBO: "OF COURSE, I GOT AN ASSURANCE FROM HIS IMPERIAL MAJESTY THAT THE QUESTION OF RESOLUTION DOES NOT ARISE BECAUSE AN AGENDA WAS AGREED UPON AT NIAMEY BY BOTH SIDES OF THE CONFLICT."



    INTERVIEWER: "WHAT DIFFERENCE DO YOU THINK THIS COULD HAVE MADE TO THE OUTCOME OF THE TALKS.?"



    KARGBO: "WELL, I THINK IF A MADE RESOLUTION HAD BEEN TAKEN OUT OF THE CONTEXT, BECAUSE EITHER TWO PARTIES HAVE AGREED, OF COURSE, TO NEGOTIATE WITHOUT PRECONDITIONS, I THINK SOME HEADWAY MIGHT HAVE BEEN OBTAINED."



    INTERVIEWER: "WHY DO YOU THINK THE OAU RESOLUTION WAS BROUGHT IN?"



    KARGBO: "THAT FOR SURE I DON'T KNOW, BUT BY BRINGING THE RESOLUTION BEFORE THE TALKS IT IS ALREADY A PRECONDITION."



    INTERVIEWER: "WHAT DO YOU THINK SIERRA LEONE CA DO NOW?"



    KARGBO: "WELL, SIERRA LEONE CAN CONTINUE EARNEST EFFORTS TO GET NEGOTIATIONS STARTED ONE WAY OR THE OTHER BECAUSE WE BELIEVE THAT. THIS CONFLICT COULD NOT BE BEST SOLVED ON THE BATTLEFIELD."

    MR KARGBO SUGGESTED THAT ONE REASON FOR THE DEPARTURE OF THE BIAFRAN TEAM BEFORE THE FEDERAL AUTHORITIES HAD BEEN CHOSEN THEIR NEGOTIATING TEAM WAS CONFUSION OVER THE ROLE TO BE PLAYED BY THE ORGANISATION OF AFRICAN UNITY (OAU).

    MEANWHILE, A MESSAGE ON THE BREAKDOWN OF THE TALKS HAS BEEN SENT FROM EMPEROR HAILE SELASSIE OF ETHIOPIA TO PRIME MINISTER STEVENS IN FREETOWN.
