    Background: Adam Clayton Powell, the U.S. Congressman from Harlem whose seat was taken away from him by the Congress on grounds of misuse of government funds, stood for re-election Tuesday (11 April) in a special election in his New York City district.

    Congressman Powell did not campaign for the seat that had been taken away from him and, in fact, did not appear in Harlem, a predominantly Negro area in the northern section of Manhattan Island.

    The voter turn-out was uncommonly light perhaps because neither Powell nor either of his opponents made any particular effort to campaign. It is generally conceded that Powell would win hands down. His opponents, Mrs. Lucille Pickett Williams, a Republican, and the Rev. Ervin ???, a member of the minor Conservative Party, both indicated that they were running solely to give the voters a choice, not in any ??? of winning.

    During the first hour of the clear, cool voting day, no lines formed at any of the polling places, located at seven public schools, a parochial school, a dress shop and a private apartment.

    If the expected occurs and Mr. Powell is elected, there will still be the question of what the Congress will do. It stripped Powell of his seat on March 1st for various acts of misconduct and has the power to decide not to recognize the results of today's election.
