    NKOMO: "We do not intend to make a detailed and comprehensive response to the proposals. Such a response will be made at the appropriate time. Nevertheless it beholds us, in order to assist the Council, in the deliberations, to afford the Council some insight into the thoughts of the Patriotic Front on the British White Paper. For this reason, I shall now make available to the members of the Security Council, a document-the Maputo Document-bearing those thoughts. As we see it, to enable the United Nations to fulfil the objective of decolonisation in Southern Rhodesia, the role of its representative must be defined in terms which clearly enhance and advance in a appropriate and practical way the objective of decolonisation."



    YOUNG: "The problem of Africa are so enormous that I think they can only be approached with the kind of international unity that can come from this body. And so it's with that in mind that my government supports these proposals, hoping that in supporting these proposals, we are beginning a period of international co-operation towards the end of colonialism and racism and imperialist domination, and where people can determine by their own choice how their governments are to be run, and who shall run them. It's because I think that this first step offers that Security Council and the President, the representative of the Secretary-General explore the possibilities of taking this kind of step with a representative designated by the United Kingdom, that I think we can at last take this step with very little risk and with tremendous potential. Because as a result of this step, we might continue that slow process that we have been engaged in of learning to work together to solve the world's problems. And I would hope that the Council would support this proposal, and more than just support this limited first step."

    Background: The United Nations Security Council had deferred a decision on the proposed appointment of a U.N. Representative for Rhodesia, after the Rhodesian nationalist leader. Joshua Nkomo, raised unexpected conditions. At a meeting of the Council on Wednesday (28 September) Mr. Nkomo, the co-Chairman of the Patriotic Front, said the Representative must be named by the Secretary General in close consultation with the Council, and with the parties to the Rhodesian conflict. And Mr. Nkomo said the duties, powers and functions of the Representative must be worked out in the same way. In spite of speeches in favour of nominating a representative by Mr. Andrew Young, the United States Ambassador to the United Nations, and other delegates, a decision was postponed.

    SYNOPSIS: Britain and the US remain hopeful that a representative will be agreed soon, despite the reservations explained by Mr. Nkomo.

    Then it was Mr, Young's turn to speak.
