Background: During his visit to Valencia, the Generalissimo contemplates the Barrio del Carmen, one of the most typical districts of old Valencia where the inhabitants have always lived in an atmosphere of brotherly popularity. It was terribly devastated by the floods which destroyed houses, ravaged homes and left everywhere an aftermath of ruins and mud.
His visit gave way to touching scenes as, setting protocol aside, Franco personally talks with the afflicted people and learns the whole extent of the disaster to its most intimate details.
"Help us to rebuild our homes!" was the cry which often met him, and the Generalissimo assures them that everything shall be done to make them soon recover their lost joy and welfare.
After studying with the authorities all the problems of the capital and the rapid and efficient measures already taken to assuage its critical situation, Franco promised the reconstruction of the city.
The Generalissimo who during the Spanish Crusade was always on the advanced posts; hastens in aid of the afflicted community, and the people of Valencia, amidst ruins, mud and desolation, tends him a warm affectionate welcome.
In the Fishing Market, where thousands have been provisionally housed, shelters are being rapidly built which, together with other buildings in progress, shall contribute to relieve the urgent problem of those who have lost all what they had. In this as in other places, Franco gets directly in touch with the unfortunate people and gives them hope of a rapid recovery. Poignant scenes take place as the Generalissimo explains that he has come to Valencia to see on the spot what has been and what has still to be done in order that with the least delay possible the capital may resurge and its wealth, commerce and industry recover their usual impetus bringing again confidence and peace to all homes.
