Background: U.A.R. President Anwar Sadat, in the first of a series of meeting in the Egyptian countryside, told an assembly of provincial government leaders that Egypt would enter into battle with Israel again whatever the price. Earlier at a rally at Tanta, in the Nile delta, the President also admitted for the first time that Soviet troops had manned Egyptian missile sites, and that six had been killed in Israeli raids.
President Sadat said the Russian troops were needed to man the missile sites installed to halt Israeli deep-penetration raids. The late President Nasser, he said, asked for Soviet soldiers until the Egyptian soldiers had completed their training.
The President met with an enthusiastic reception all along his route. Crowds lined the streets shouting "we will fight, we will fight", as the President drove to a sports stadium for a rally, which attracted 15,000 workers and farmers.
Also at the meeting were the Vice-Presidents Hussein Shafei and Aly Sabry, and the Prime Minister, Dr. Mahmoud Fawzi.
