Background: The first conference of Higher Institutions for the Control of Public Finance opened in Yaounde, Cameroon recently and was attended by delegates from 18 African countries.
SYNOPSIS: The conference was called to work out the foundations for fruitful co-operation between the countries represented in the field of public finance. One of the opening speeches was given by Cameroon's Administrative Reform Minister, Mr. Charles Owona Owona, who welcomed the delegates and outlined some of the suggested areas where co-operation would be beneficial. He said that the subject of control over public finance was very specialized and somewhat austere, but nevertheless forms part of the great ideal of a united Africa. He added that fragmentation was to be avoided at all costs and with this in mind a Preparatory Committee had been set up to co-ordinate activities.
