Background: On Friday (5 July), a new consultative council was sworn in at the National Assembly Building, in Ouagadougou, the capital of Upper Volta. The new council will be responsible for advising the Assembly on a new policy of social renewal.

The swearing-in ceremony was an official affair, presided over by the President of the Republic Sangoule Lamizama. The President arrived at the Assembly building, and inspected a guard of honour before entering the conference building for the ceremony.

The council itself has 65 members, from all walks of professional life. It also includes four women.

In his inauguration speech, the President said a new wind was blowing through Upper Volta. New policies were being developed. The most important was a new social system. Which would take stock of the problems facing the country.

The President said he had issued a formal decree to establish the Consultative Council and it would investigate means of improving life in Upper Volta.

SYNOPSIS: Ouagadougou, the capital of Upper Volta, was the scene of an important official ceremony on Friday, when a new Consultative Committee was inaugurated.

The President of the Republic, General Sangoule Lamizama, presided at the function, held inside the National Assembly Building. But first, the President inspected a guard of honour outside.

The Council has sixty-five members, drawn form all walks of life in Upper Volta. And among them are four women.
