Background: As the Lahore Islamic Summit Conference wound upon Sunday night (24 February), it was announced that substantial relief will be provided to Islamic and other developing countries hurt by the recent increase in world oil prices. The declaration also suggested that concessions might be made to industrialised countries, which gave help to Islamic nations. The declaration also censured all countries which supported "Israeli aggression" and Israeli occupation of Arab lands. Palestinian Liberation Organisation (P.L.S.) spokesman, Yasser Arafat, the last delegate to speak, declared the conference to be "The revolutionary take-off point for a holy war to return the Holy City; of Jerusalem to the Arabs."
Earlier in the day, the delegates attended a celebratory reception in the seventeenth-century Mogul Shalamar Gardens. They were begun by the builder of the Taj Mahal, Emperor Shah Jahan. Pakistan Prime Minister ???ulfikhar Ali Bhetto and Sheikh Mujibur Rahman of Bangladesh demonstrated to the crowd the reconciliation of their two countries by walking together in the gardens. But the crowd's greatest acclamation was saved for Colonel Muammar Gaddafi of Libya and Yasser Arafat. The conference had given Arafat the status of a head of state by recognising the PLO as the only legitimate representative of the Palestine people.
