Background: IRAN'S SHAH MOHAMMED REZA PAHLEVI TOLD A UNITED NATIONS CONFERENCE IN TEHERAN YESTERDAY (MONDAY) THAT THE WIDENING CAP BETWEEN THE WORLD'S RICH AND POOR NATIONS POSED THE GREATEST THREAT TO THE ADVANCEMENT OF HUMAN RIGHTS.

THE SHAH WAS OPENING THE THREE-WEEK CONFERENCE ON HUMAN RIGHTS WHICH IS TO CHART THE COURSE OF FUTURE UNITED NATIONS ACTION IN THIS FIELD.

THE SHAH AND THE EMPRESS FARAH WERE WELCOMED TO THE CONFERENCE HALL -- THE NEWLY-BUILT MAJLIS (PARLIAMENT) BUILDING -- BY UNITED NATIONS SECRETARY-GENERAL U THANT, WHO HAD FLOWN SPECIALLY FROM PARIS TO ATTEND THE CONFERENCE, AND IRANIAN PRIME MINISTER, AMIR ABBAS HOVAIDA.

EARLIER, U THANT HAD WARNED THE CONFERENCE THAT RACIAL CONFLICT WAS BECOMING A "DESTRUCTIVE MONSTER" WHICH WOULD MAKE PAST AND PRESENT DISPUTES SEEM LIKE FAMILY QUARRELS. HE ALSO CAUTIONED AGAINST THE ENRICHMENT OF MODERN TECHNOLOGY ON THE STATUS AND SELF-RESPECT OF THE INDIVIDUAL. U THANT STRUCK AT THE INCREASING EMPHASIS ON VIOLENCE IN TELEVISION, FILMS AND POPULAR LITERATURE. HE CALLED APARTHEID -- "ONE OF THE MOST FLAGRANT ABUSES OF HUMAN RIGHTS AND FUNDAMENTAL FREEDOMS."
