OLE ALGARD: "The result of the vote is as follows: Fourteen votes in favour, zero votes against, and one abstention. The draft resolution has been adopted as resolution 471, 1980."

ZEHDI LABIB TERZI: "Mr. President, His Excellency Secretary-General Waldheim immediately expressed his concern and indignation when he condemned the assassination attempts on mayors of the occupied Palestinian towns. Mayors that were elected by their own people to perform specific duties. Those crimes against the mayors and other civilians are cause for indignation and condemnation. The crimes committed against two students of the Bier Zeit University, Valid Pashmar and Riyad Enaya; the crime committed against the people of Hebron when they went shopping on that fateful day. These are not mere crimes of murder, these are criminal acts of genocide."

YEHUDA BLUM: "The Council has just adopted another one-sided, unbalanced hostile resolution against Israel. It is cluttered with pieces of old lumber, but it also contains a series of new aberrations. It reaffirmed the applicability of the fourth Geneva convention of 1949 to quote 'the Arab territories occupied by Israel since 1967, including Jerusalem' unquote. The references to Jerusalem in the resolution are totally unacceptable to Israel. Also, in this case, we have stated our position repeatedly and unequivocally, and there is no need for me to repeat it now."

Background: The U.N. Security Council has condemned the attempted murders of three West Bank mayors. It also called on Israel to compensate victims of Monday's (2 June) bomb attack in which ten people were injured. And the Council voiced its deep concern that Israel had failed to protect civilians in the occupied territories. The Council was called into session on Thursday (5 June) at the initiative of the Palestine Liberation Organisation (PLO), which has an observer mission at the U.N.

SYNOPSIS: The 15-nation body was asked to vote on a resolution which also reaffirmed "the overriding necessity to end the prolonged occupation of Arab territories occupied by Israel since 1967, including Jerusalem." The United States abstained. After the voting was announced, the representatives of the PLO and Israel explained their respective positions.
