    DIPLOMATS AND OFFICIALS OF THE RED CROSS ARE STUDYING THE IMPLICATIONS OF THE GOVERNMENT ACTION, AND IT IS BELIEVED THAT CHARGES IN THE RELIEF ORGANISATION'S ROLE WILL BE INEVITABLE.
