THE NEWLY-ELECTED GOVERNMENT OF BASUTOLAND, A TINY ENCLAVE WITHIN SOUTH AFRICA, IS TO SEEK FULL INDEPENDENCE FROM BRITAIN AFTER 12 MONTHS -- THE MINIMUM PERIOD ALLOWED UNDER THE CONSTITUTION.

    IN BASUTOLAND'S FIRST GENERAL ELECTION RECENTLY, THE NATIONAL PARTY GAINED A MAJORITY OF ONLY TOW SEATS IN THE 60-SEAT ASSEMBLY. ONE OF THOSE WHO FAILED TO GE A SEAT WAS THE LEADER OF THE PARTY, CHIEF LEABUA JONATHAN, BUT HE HOPES TO BECOME PRIME MINISTER SOON BY WINNING A BY-ELECTION. IN THE MEANTIME, THE PRIME MINISTER IS THE DEPUTY LEADER OF THE PARTY, CHIEF SEKHONYANA MASERIBANE.

    WHEN THE PARAMOUNT CHIEF ARRIVED TO OPEN THE PARLIAMENT ON THURSDAY, HE WAS MET BY THE ONLY WHITE AT THE CEREMONY -- MR WALTER STANFORD, WHO HAD BEEN UNANIMOUSLY ELECTED SPEAKER. BEFORE ENTERING PARLIAMENT TO MAKE HIS SPEECH FROM THE THRONE AS QUEEN ELIZABETH'S REPRESENTATIVE, MOSHOESHOE 11 INSPECTED A GUARD OF HONOUR.

    PEOPLE GATHERED OUTSIDE PARLIAMENT HOUSE HEARD THE PARAMOUNT CHIEF OVER LOUD SPEAKERS AS HE SPOKE OF BASUTOLAND'S PLANS FOR THE FUTURE. HE SAID THE COUNTRY WOULD REJECT "TROUBLEMAKERS" AND "THE FOREIGN COMMUNIST IDEOLOGY OF DESTRUCTION."
