    Background: The 17 nation disarmament conference resumed in Geneva today (Thursday). Mr. William Foster, the Chief United States delegate, told the conference that he hoped America would soon table a joint draft treaty with the Soviet Union to prevent the spread of nuclear weapons.

    Mr. Foster said that his country remained determined to submit a text soon which could be accepted by all nations wishing to take realistic steps to eliminate the possibility of nuclear war. He said negotiations with the Soviet Union remained "extraordinarily complicated."
    The Soviet delegate, Mr. Alexei Roshchin, said that Soviet Union believed that a non-proliferation treaty remained a vital step towards general disarmament. On the question of inspection to enforce a treaty, the Russian delegate made it clear his country believed the International Atomic Energy Agency should carry out these procedures.

    The West Germans and some other NATO powers insist that EURATOM -- the six Common Market countries' own atomic grouping - should be brought is, at least in the initial period.
