    Background: The fifth Ministerial Conference of non-aligned states opened in Lima, Peru, on Monday (25 August). More than 70 nations are attending the 5-day session. During the conference, they will try to develop unified positions on various issues which will come up at the United Nations and other economic bodies concerning important political and economic issues.

    One contentious issue was resolved before the ministerial session got underway. The Arab nations decided not to press for a decision by the conference to demand the expulsion of Israel from the United Nations. Instead they will ask the conference to establish a committee to work toward the implementation of U.N. resolutions requiring Israel to withdraw from occupied Arab lands.

    One notable absentee is Algerian Foreign Minister Abdelaziz Bouteflika. He had been scheduled to open the conference as President of the previous ministerial session in Algiers in 1973 but by Tuesday (26 August) and still not shown up. There has been speculation that his political fortunes are declining.

    The Peruvian Foreign Minister Miguel Angel de la Flor takes over as President of the conference.

    Among the delegate nations at this year's conference are South Vietnam, whose representative, Foreign Minister Nguyen Thi Binh, held a news conference.

    The Palestine Liberation Organisation (PLO) is also represented but only as an observer. Full membership for the PLO is under consideration.

    The opening debates were scheduled to begin on Tuesday (26 August) and they were to be held in public for the first time. Political and economic issues were to be discussed behind closed doors.

    The conference ends on Friday (29 August).

    SYNOPSIS: The Arab nations have removed on problem by their decision not to ask the conference to support a demand for Israel's expulsion from the United Nations ... but only to press for its withdrawal from Arab lands.

    Debate on some issues will be held in public for the first time. South Vietnam's Foreign Minister Madame Nguyen Thi Binh is among the delegates who have spoken directly to reporters during the conference to explain her country's position on conference issues.
