Background: NEW AND OLD DELHI, INDIA

Prime Minister Indira Gandhi's Congress (I) party has had an important victory in the elections for the Delhi municipal council. Although the final results are not yet known, when the counting of votes closed on February 6, the Congress (I) party had gained absolute majorities in both the 56-seat Metropolitan Council, which administers the centre of Delhi, and the larger 100-member Municipal Corporation. The elections had come at a time of failing fortunes for Mrs. Gandhi and her political party. Just last month (January), Congress (I) had lost control of its former southern strongholds of Andra Pradesh and Karnataka. Amongst the first to cast their votes in the Delhi elections were the former prime minister, Mr Charan Singh, and the current office-holder, Mrs Indira Gandhi. Traditionally, power in Delhi has alternated between Congress and the right-wing Bharatiya Janata Party (BJP) and one of the first casualties of Mrs Gandhi's victory was the resignation of the leader of the BJP, Atal Behari Vajpayee. An early victor in the polls was a prominent member of Congress (I) in Delhi, Mrs Babbar, and as soon as her election had been officially announced, supporters celebrated in the street outside the polling station. Similar scenes took place all over Delhi as the results started to come in.
