    Background: The National Council of the ruling Progressive Senegalese Union party, meeting at Dakar last week, called on their Government to try to bring about meetings between the new Portuguese Government and the African guerrilla fighters to the colonial wars and complete African independence.

    The resolutions passed by the council also called on the Senegalese Government to enter into negotiations with foreign firms operating in Senegal to put their participation in the development of the country on a contractual basis. The Government was also asked to continue action the make Senegal the master of its own natural resources.

    President Leopold Senghor who addressed the National Council on Saturday (20 July) said the meeting was particularly important because of the problems Senegal faced -- the effects of world inflation and the persistence of the cycle of drought.

    He told delegates representing the 800,000 members of the Progressive Union only by men's efforts and imagination could solutions be found to such a crisis. The Senegalese President appealed to the Senegalese people to work hard and better to help the development of their country.
