    POSNETT: "Ladies and gentlemen, this is quite an occasion. For two years and more, the British High Commission hasn't been operating here. There have been no British representatives in Uganda, and thank God, we're back. And I'm glad to say we're back to the great pleasure of the Ugandan Government, and I'm sure some of you have seen the reactions of the people of Uganda when they see the Union Jack on the car, and I think you'll see reactions when we hoist the Union Jack here today."

    Background: In the Ugandan capital of Kampala, a sense of normality is at least returning to the city, following the recent rampage of looting and pillage. One such indication of this new stability was the re-opening of Britain's High Commission on Saturday (21 April), by acting High Commissioner Richard Posnett.

    SYNOPSIS: The ceremony took place in the grounds of the High Commission, where Mr. Posnett welcomed newsmen.

    On that note, Mr. Posnett, with the help of a Ugandan journalist, raised the flag, signifying the British government's return to Uganda. Diplomatic relations between the two countries were severed in July 1976, in the aftermath of the raid on Entebbe, and the murder of British-born Mrs. Dora Bloch.
