TRANSCRIPT: (SEQ. 2): QUESTION: (IN ENGLISH) "Do you regard Cuba as a part of the Latin American group that should participate fully in the working of the Latin-American group here?"
TRANSCRIPT: (SEQ. 3): DIAZ-CASANUOVA: (IN SPANISH) "In respect of this problem, I remember that when I joined the Latin-American group in November, my first statement was that I regretted the fact that Cuba was absent. The new Chilean government considered that the Latin-American group in the United Nations should function with Cuba. But we do not intend to provoke incidents in this respect. It is a process of maturity which we will certainly reach. It is impossible for us to continue our efforts of Latin-American integration without Cuba. If we do so, it would be contrary to the principles of universality."
